Our structure and functions


WorkCover Queensland is established by chapter 8 part 1 of the Workers’ Compensation and Rehabilitation Act 2003.

WorkCover Queensland is a statutory body corporate, and operates as an independent, commercial enterprise, even though it is owned by the Queensland Government. We are self-funded, with income derived from premiums paid by employers and returns on our invested funds.

The WorkCover Queensland Board of Directors set the strategic direction for WorkCover Queensland and tracks its performance; to ensure the organisation meets is financial and non-financial targets. The Board reports to the Minister for Transport, Trade, Employment and Industrial Relations.

WorkCover Queensland’s functions are outlined in section 383 of the Workers’ Compensation and Rehabilitation Act 2003. In summary, WorkCover Queensland is the exclusive provider of accident insurance for work related injuries in Queensland (with the exception of self-insurers). A WorkCover Queensland accident insurance policy ensures injured workers receive financial and return to work support following a workplace accident. Employers are required to maintain a policy, and are indemnified for the costs of statutory and common law claims.

A WorkCover Queensland accident insurance policy covers injured workers for their lost wages and medical costs for a workplace accident, and covers employers against these costs and possible common law claims. Other insurance products available from WorkCover Queensland include workplace personal injury insurance (for eligible persons), household workers insurance, and contracts of insurance.

Services delivered to the stakeholders are provided through the following structural divisions:

Customer Services

Our Customer Service centres work in partnership with our employers, injured workers, and other stakeholders to deliver high quality customer service at an affordable price that is valued by our business partners. The services provided include stakeholder consultation and claims and premium management, based on a framework of quality case management and positive return to work outcomes.

Operations

Our Operations division provides essential services that ensure our customer and stakeholder information is processed efficiently with seamless interaction. The Operations division supports customer service activity through streamlining initiatives focused on simple and flexible processes that are valued by our customers.

Common Law

The Common Law division manages common law claims made by injured workers against their employers. Our aim is to settle these claims in an appropriate and timely manner through negotiation, mediation, and, if necessary, litigation, for the benefit of all parties involved.

Business Solutions

Our Business Solutions division provides solutions and services to meet business needs and customer service outcomes. The division ensures that WorkCover Queensland is supported by processes and technology that is reliable, sustainable, and make the work of our people easier and more efficient.

Finance

By managing our finances to focus on a long-term investment strategy, we are able to maintain minimum capital requirements and appropriate premium, claims cost, and operating expenditure. The Finance division also provides property services, statistical analysis, customer compliance, quality assurance, and audit functions to support our business.

Human Resources

Working closely with all areas of WorkCover Queensland, our Human Resources division provides services in recruitment, training and development, workplace health and safety, employee relations, remuneration, and performance management.

Corporate Services

Corporate Services provides secretarial functions and administrative support to the executive managers and the WorkCover Queensland Board. Corporate Services also provide high-level strategic communication and corporate affairs advice.
