Board of Directors
Our Board of Directors set the strategic direction for WorkCover and tracks its performance to ensure the business meets its targets as set out in our Statement of corporate intent.
The statutory role and requirements of the Board are set out in section 427 of the Workers’ Compensation and Rehabilitation Act 2003 and chapter 8 outlines the powers and functions. The Board consists of seven independent non-executive Directors, whom are all appointed until June 2012. The Governor-in-General is responsible for selecting the Directors, based on their experience and knowledge, and determining their remuneration.
The Board reports to the Minister for Education and Industrial Relations, The Honourable Cameron Dick MP.

An Audit Committee is also in place to assist the Board in monitoring WorkCover's systems of internal control and ensure integrity of the financial reporting process. The role and responsibilities of the committee are set out in the Audit Committee charter.
Chairman, Ian Brusasco AM, PhC
Ian was originally appointed to the role of Chairman of the Board in 1998. As the current Chairman of Foodbank Queensland Ltd and Gladstone Ports Corporation, and formerly Chairman of Port of Brisbane Corporation, Brisbane Strikers, 4TAB and 4KQ, and Director of QIC and Queensland Academy of Sport, Ian has extensive experience as a Chairman and Director across a range of industries. Ian also served as an Alderman on the Brisbane City Council for 14 years. In 1998 Ian received the Advance Australia Foundation Award for Services to Business, Sport and Community and in 2003 was awarded the Centenary Medal. Ian was a recipient of a Queensland Great Award in 2008, the Advance Australia Foundation Award for services to business, sport, and community, and a Distinguished Service Award from the National Council of the Pharmacy Guild of Australia.
Deputy Chairman, Terry White AO BA, PhC, MPS, FAIM
Terry was appointed to the Board in 1997. He is the Chairman of White Retail and Terry White Chemists and the founding Chairman of the Nudgee College Foundation and Zoe Reid Little Bridge Home. Terry's experience includes roles as a Member of Parliament, Minister of the Crown, President of the Pharmacy Guild, and Director of retail companies. Terry was awarded the Officer in the Order of Australia for service to the pharmacy profession, to the community and to the Queensland Parliament.
Melinda Bailey BCom (Hons), FCPA, FAICD
Melinda was appointed to the Board in July 2009 and is also the Chairman of the Audit Committee. Melinda has over 20 years experience in senior management positions across industry and professional services practices. Melinda also has experience in finance, strategy development, project management and commercial negotiations. Melinda is the Chief Financial Officer of the southern south east Queensland water authority, Allconnex Water. She is a CPA, has a Graduate Diploma in Executive Leadership and is a Fellow of the Australian Institute of Company Directors. Melinda’s previous Board appointments include the Hunter Medical Research Foundation and the John Hunter Children’s Hospital.
Christine Lohman MBA, FPRIA, FAICD
Christine joined the WorkCover Queensland Board in 2008. She has extensive experience in corporate reputation management, stakeholder analysis, and risk and crisis communications. Christine is the Managing Director of Professional Public Relations Pty Ltd, is a member of St Vincent's Health Australia Community Advisory Council (Queensland) and Holy Spirit Health Limited, and Director of the Arts Centre Gold Coast Pty Ltd. Christine has held previous board appointments for tertiary educational institutions and not for profit organisations. Christine is a Fellow of the Public Relations Institute of Australia and the Australian Institute of Company Directors.
Bill Ludwig OAM
Bill was appointed to the Board in 1998 and has a strong union background, also serving as the Queensland Branch Secretary and National President of the Australian Workers Union. Bill is a Director of Q Leave, Sunsuper and Queensland Racing Board. Bill was awarded the Order of Australia Medal in 2001 for distinguished service to industrial relations.
Ron Monaghan BA
Ron was appointed to the WorkCover Board in 2003 and is also a member of the Audit Committee. Ron currently serves as General Secretary of the Queensland Council of Unions and Director of Sunsuper and Energex.
Helen Skippen BBus, MBA
Helen joined the Board in 2003 and is also a member of the Audit Committee. As a Partner of Corporate Context Pty Ltd, Associate Fellow of the Australian Institute of Management and a member of the Australian Institute or Company Directors, Helen's skills in marketing, communication and business management are valued by the Board and Audit Committee. Helen is also the Director of Gladstone Ports Corporation.
