Our Executive Management team includes the Chief Executive Officer, Michael Pennisi and our Chief Officers who are each responsible for key areas of the business.

Michael Pennisi - Chief Executive Officer

Michael is an accomplished chief executive with more than 30 years' experience leading organisations across the financial services sector, including insurance, superannuation and investments. Throughout his career, he has successfully led business transformation, organisational growth and performance improvement initiatives in complex and highly regulated environments.
As Chief Executive Officer, Michael leads WorkCover Queensland's strategic direction, organisational performance and long-term sustainability. He is focused on ensuring WorkCover continues to deliver exceptional outcomes for Queensland workers and employers while maintaining one of Australia's strongest workers' compensation funds. Through strong stewardship, clear direction and a commitment to customer outcomes, Michael is leading WorkCover in its vision to make a positive difference to people's lives.
Debra Briscoe - Chief People and Strategy Officer

Debra is a purpose-led executive with a strong track record leading people, culture and organisational capability in complex environments. She is passionate about creating workplaces where people can thrive and brings deep expertise in leadership, workforce capability, organisational development and transformation. Throughout her career, she has helped organisations build strong cultures, develop future-ready workforces and created the conditions for sustained success.
As Chief People and Strategy Officer, Debra leads WorkCover's People, Internal Communications and Enterprise Portfolio Management Office functions. She is responsible for shaping the culture, capability and leadership that create the conditions for individuals, teams and the organisation to perform at their best and deliver on WorkCover's purpose and vision.
James Collier - Chief Risk Officer

James is an experienced risk and governance executive with more than 30 years' experience across government, insurance, and financial services regulated environments. Combining actuarial skills, strategic and commercial insight with deep expertise in risk, governance and compliance, he has helped organisations strengthen governance, manage uncertainty and build resilience in complex operating environments.
As Chief Risk Officer, James leads WorkCover's risk, governance and compliance functions, including fraud and legal teams. Through strong governance frameworks, risk oversight and strategic assurance, he helps strengthen organisational resilience and support sustainable performance.
Garnett Hollier - Chief Financial Officer
BBus, CA, GAICD
Garnett is a highly respected finance executive with more than 25 years' experience across financial services, investments and corporate governance. He has successfully led major business improvement initiatives and is recognised for his commercial insight, disciplined financial leadership and focus on sustainable organisational performance.
As Chief Financial Officer, Garnett is responsible for WorkCover's finance, actuarial, taxation, procurement, financial planning and analysis, and investment governance functions. He plays a critical role in safeguarding the organisation's financial strength and supporting sound decision-making across WorkCover.
Karin Muller - Chief Operating and Technology Officer

Karin is a transformational executive with more than 30 years' experience leading large-scale operations, customer, technology and transformation functions in complex service organisations in regulated environments. She has successfully led enterprise-wide transformation programs delivering major technology and business change initiatives that have modernised businesses, improved customer outcomes, organisational capability and performance.
As Chief Operating and Technology Officer, Karin has end-to-end accountability for delivery of seamless and strategically aligned experiences for customers leading the transformation, claims management, and technology portfolios. Karin is responsible for many of the services, systems and capabilities that underpin both day-to-day performance and the successful delivery of WorkCover's strategic priorities.
